Script Mods:

GTAIV scripts are all pretty much on indefinite hold.

All scriptmods require scripthookdotnet from HazardX. If you don't have it you can
get the most recent version of scripthookdotnet from HazardX's website:

Edit: Dec. 2016~, GTAIV received a really late update that pretty much broke scripthookdotnet. You'll have to find a way to downgrade your game back to 1.0.7.0 in order to use scriptmods again.

Blaze Wing - includes source Updated Dec. 13, 2015
Description: Fireball that tracks down enemies, based on Elesis's Blaze Wing from Elsword. The fireball only finds hostile peds and if you use it around people that aren't attacking anyone it will tell you no target found. Certain types of peds (fireman, businessmen/businesswomen, etc) will never be targeted because they are generally never hostile.

Not shown in video: custom anim on foot, fireball comes from left hand.
Also the Elesis Model has been overhauled and drastically improved since the video. Please look at the below screenshots for how she looks now.

Bugs:
Rarely, the fireball sticks around forever until you restart the game
Very rarely, the game might crash (Although this might just be due to the instability of script mods in general)

Playerped to Ped conversion Script (Ver 0.1) - This is extremely experimental and is in its testing stages so please backup all of your odr files and make sure that only the odr files + their folders and this script are in the running directory. The .py file can be seen in any text editor and is commented so you may edit as you like. 
REQUIRES: Python3 and OpenIV installed.
This converts a series of .odr files (player files) to .odd files (ped files). You will have to rename the textures to the correct names (image names should match the playerped wtd names) and create your own .wtd archive for the textures. Refer to the below image to see the correct names of textures for peds.Do not use odr files that are straight from GIMSIV, they will cause the model produced to crash. Instead, import into OpenIV first, and re-export, then use this script.

In the case of bugs (which there will be) or questions feel free to let me know.

You need a basic knowledge of the command line in order to run this tool. I may make a GUI executable later on but at the moment I'm too busy.

Texture Duplication/Resizing script
REQUIRES: Python3, pillow library for python3, OpenIV
The scripts purpose is to duplicate these textures (make a bunch of 001, 002...etc) to avoid the invisible model problem and resize them to avoid the loading forever/crashing problem (due to too large wtd) with ped replacements.
This is an inprogress script.

There was a change in the PIL library that prevented resizing from happening. Should be fixed, but script still needs more testing.
You need to extract the base textures from the player or ped texture library as PNG (PIL does not support writing DDS files). Make sure they are named like the below screenshot:

If you ever wanted to knockout a massive amount of Kyubeys here's your chance.
In a random distraction, I did this in an hour. Textures were half-assed but likely I'll never get back to this so final version.

Kyubey Pigeon replacement:
I could never bring myself to kill those pigeons in that minigame for the annihilator helicopter, but I have no qualms shooting a bunch of Kyubeys. The Kyubey's tails move.

Will update with TLAD/EFLC seagull replacement in a bit. (Right now you can replace the seagulls with the pigeon model but there is no movement)
